2. Evaluation and Reappointment
The term of appointment for the Department Chair is three years. The process for reappointing the Chair is to conduct a Chair Evaluation followed by a Confidence Vote during the third year of a Chair’s appointment. The summary results of the Chair Evaluation and the tally for the Confidence Vote are then disseminated to the faculty, staff, and to the Dean of Engineering. The Chair Evaluation Process is described in section a) below; the procedure for conducting a Confidence Vote is outlined in section b). If during the reappointment process a majority vote no-confidence in the Chair, the external and internal search provisions of sections II.A.3 shall apply.
The process for evaluating the Chair outside of the reappointment process is to conduct a Chair Evaluation. Any faculty or staff member may request that a Chair Evaluation be conducted; a Chair Evaluation may not be conducted more often than annually. The results of a Chair Evaluation that is not linked to reappointment shall be distributed to the faculty and staff within the Department.
a) Chair Evaluation Process: The Executive Committee (minus the Department Chair) shall develop, distribute, and administer surveys to evaluate the Chair. A separate survey shall be made for faculty members and for staff members. Responses shall be kept confidential in so far as possible, and after the results are summarized, all questionnaires shall be destroyed. The Chair Evaluation Process, once initiated, shall be completed within thirty (30) work days.
b) Confidence Voting Procedure: The confidence vote shall be a faculty vote by secret ballot on whether the faculty have confidence in the leadership of the Chair. The vote shall be conducted by the Executive Committee. Prior to the faculty vote, the departmental staff members shall take an advisory confidence vote, the results of which shall be reported to the Chair of the Executive Committee for dissemination to the faculty.
